This tier list is based on v0.2 balance, assuming proper team coordination and optimal play. No character here is useless, but some clearly provide more value in most situations due to versatility, stun uptime, survivability, and team impact. Rankings may change with future reworks.

S Tier
These survivors consistently perform at the highest level across most maps and team compositions.
Sonic (Best Overall Survivor)
Sonic is currently the strongest character in the game. His kit does too many things at once and does them extremely well. High base movement speed already gives him an advantage in chases, but his abilities push him far beyond other survivors.
Drop Dash is one of the most overloaded abilities in the game. It provides mobility, invincibility frames, self-healing through dodge meter restoration, and one of the longest stun chains available if all hits connect. On top of that, Sonic can reposition across the map instantly.
Peel Out turns Sonic into a mobile rescue unit. He can pick up struggling teammates mid-chase, save downed survivors automatically, and reposition allies safely. This alone makes him invaluable in coordinated teams.
Despite some downsides in Last Man Standing, Sonic’s overall impact is unmatched. He functions as a stunner, rescuer, and pseudo-support all at once.
Amy (Most Versatile Survivor)
Amy is the definition of flexibility. She excels in almost every scenario thanks to her tarot card system and dual stuns.
Her strongest tarot cards completely change how she plays. The Fool grants speed, the Emperor gives damage reduction, and the Sun provides passive AoE healing. These cards allow Amy to adapt to whatever the team needs mid-match.
Hammer is a reliable close-range stun that can be used while moving, making it very hard to punish. Hammer Throw is one of the best ranged stuns in the game and is more practical than Tails’ laser due to its use during chases.
Amy shines in both team fights and Last Man Standing. While not a pure support, her healing potential combined with multiple stuns makes her one of the most impactful survivors overall.
A Tier – Extremely Strong and Reliable
These characters are powerful and valuable but slightly more specialized than S-tier picks.
Knuckles (Best 1v1 Stunner)
Knuckles is a frontline menace with massive outplay potential. In direct confrontations with the executioner, he is one of the strongest survivors in the game.
Punch is a stackable stun that ignores killer invincibility frames, can be charged for longer stun duration, and applies a burn effect that slows the executioner. This makes Knuckles incredibly oppressive in extended chases.
Counter allows Knuckles to negate damage entirely and stun the executioner, but it requires good timing and can be baited. In skilled hands, however, this ability wins fights outright.
Knuckles lacks the versatility of Amy or Sonic, but as a pure stunner, he is exceptional.
Metal Sonic (High Risk, High Impact Stunner)
Metal Sonic plays very differently from other stunners. His role revolves around sacrificing himself to save teammates and reset pressure.
His massive effective health pool comes from high base HP and 50% damage reduction, allowing him to tank an absurd number of hits. His self-destruct passive guarantees a stun even when he goes down, making him dangerous to tunnel.
Destructive Charge is both a mobility tool and a stun, capable of displacing the executioner far away from supports. Self-Repair lets him reset fights repeatedly, especially when paired with Eggman or Tails for faster healing.
Metal Sonic lacks versatility and has only one life, which keeps him out of S tier, but his impact in coordinated teams is undeniable.
B Tier – Situational but Viable
These survivors are useful but depend heavily on maps, teammates, or positioning.
Cream (Team Reset Specialist)
Cream is the strongest pure healer in the game, but also the most team-dependent survivor.
Her Heal ability can completely reset fights, especially with Cheese active, providing massive sustained healing. However, she has no stun tools and almost no self-defense options.
If caught alone or poorly positioned, Cream is nearly guaranteed to go down. Her value depends entirely on teammates protecting her and playing around her cooldowns.
In organized teams, Cream can feel oppressive. In solo or uncoordinated play, she struggles.
Tails (Map-Dependent Ranged Stunner)
Tails is heavily affected by map design. On open or vertical maps like Not Perfect, he can perform well. On tighter maps like X’s Castle, his effectiveness drops sharply.
Laser Cannon offers long stuns but is clunky, slow to charge, and difficult to use mid-chase. Glide provides positioning advantages but is easily countered by 2011X’s Charge.
His passives offer some utility, especially synergy with Metal Sonic, but overall Tails lacks consistency compared to other stunners.
C Tier – Functional but Outclassed
These characters work, but are overshadowed by others who fulfill the same roles more efficiently.
Eggman (Selfish Survivalist)
Eggman is not weak, but his kit clashes with Outcome Memories’ team-oriented design.
His shield and jetpack boost make him excellent at surviving on his own, and he can parry Charge with proper timing. However, he provides almost no reliable team utility outside of boosting Metal Sonic’s healing.
Eggman performs well in solo survival scenarios but contributes far less than stunners or supports during active team play. His upcoming rework may significantly change his position.
Outcome Memories v0.2 is surprisingly balanced, but a clear hierarchy exists. Sonic and Amy dominate due to overloaded kits and adaptability. Knuckles and Metal Sonic excel in defined roles, while Cream, Tails, and Eggman depend more on circumstances and coordination.
